UNAIR NEWS – There was something different from the open doctoral exam session of Rohman Budijanto, S.H., M.H. The open examination taking place in Pancasila Hall Building A Faculty of Law (FH) Universitas Airlangga (UNAIR) on Wednesday, December 18, 2019 was attended by Indonesian Coordinating Minister for Human Development and Culture, Prof. Dr. Muhadjir Effendy, M.A.P.

Muhadjir Effendy was invited with Dr. Fauzan, M.Pd, former Rector of University of Muhammadiyah Malang. The open doctoral examination session was chaired by UNAIR Faculty of Law Dean, Nurul Barizah, S.H., LL.M, Ph.D.

In the 417th doctoral open examination of Faculty of Law UNAIR, Rohman Budijanto presented and defended his dissertation entitled Cyber Media Crime Liability in the Era of Information Freedom.

Rohman Budijanto, who is a former Chief Editor of Jawa Pos, executive director of The Jawa Pos Institute of Pro-Autonomy (JPIP), explained that his dissertation was inspired by his experience in mass media field.

In his presentation, Rohman Budijanto explained that the cyber media is regulated by the Press Law and ITE Law. However, the Press Law is not always in accordance with the development of cyber media. The ITE Law also focuses more on regulating transactions rather than the media. Furthermore, the ITE Law tends to penalize people too quickly.

Rohman Budijanto proposed that the media guarantee the rights of news subjects, such as by enforcing right to be forgotten. This right arises because the published news leaves a digital footprint.

With right to be forgotten, news subjects have the right to have their news deleted from internet searches and other directories because of certain circumstances. Right to be forgotten is actually already in the ITE Law, but it cannot be applied because there are no regulations governing its application.

Responding to the dissertation theme of media, Muhadjir Effendy also commented on the issue of news accuracy.

“Sometimes, what is reported is just the opposite of what I say, and that is what is circulated rapidly and widely,” said Muhadjir.

He then stated that now, the most important thing to uphold is journalism ethics.

In the open doctoral exam, Dr. Rohman Budijanto, S.H, M.H. was graduated with honor. His dissertation and scholarship is expected to bring benefits to the media in Indonesia. (*)
