UNAIR NEWS – His expertise in Political studies is undoubted. He has written hundreds of articles on Political Studies, especially on election and political parties. They were published in the media and also published by various institutions.
Profesor Ramlan Surbakti, Drs., M.Si., Ph.D, has just been inaugurated as the member of Indonesian Science Academy (AIPI). Prof. Ramlan was inaugurated as the member of AIPI’s Social Commission. His inauguration was held in Garuda Mukti Hall, Management Office Building Universitas Airlangga on Saturday, November 26.
In his inauguration, Prof. Ramlan delivered his inaugural speech “Electoral Governance as Applied Election Sub-study”. To start his oration he quoted “You can have election without democracy. But, you cannot have democracy without election,” said the Professor of Political Comparative Studies, Faculty of Social and Political Sciences (FISIP), UNAIR.
Prof. Ramlan stated that there are eight parameters showing an implementation of free, honorable and fair. These parameters he presented in he was an expert in People Tribunal on Malaysia Election in 2013. First, election law elaborating democratic election and provide legal certainty. Second, guaranteeing equality of the citizens. Third, free and fair competition between participants.
Fourth, citizens’ participations as voters in the elections. Fourth, independent, competent, integrated, efficient with effective leadership electoral committee. Sixth, democratic and integrated voting process. Seventh, fair election marked with response from the organizing body on the situation. Eight, non-violent election.
“The election is already free but it has not been fair yet. They (campaign team)should present their achievement with data. A campaign shouldn’t insult other tribes as their condition was given, cultural identity and regulated in the constitution,” said Prof. Ramlan.
One way to improve Indonesian election quality is by implementing electoral governance. Currently, it is still included in the electoral studies reviewed in comparative and national politics. With scholars understanding electoral governance, they were expected to formulate a draft regulation of General Election Commission (KPU), establish rules for KPU and formulate technical specifications of electoral logistics, etc.
The inauguration was attended by Head of AIPI Prof. Sangkot Marzuki (Universitas Monash), Head of Social Commission AIPI Prof. Taufik Abdullah (Universitas Gadjah Mada), General Secretary AIPI Dr. Budhi M. Suyitno (Institut Teknologi Bandung) and other AIPI members. There are 55 current members of AIPI.
UNAIR Rector Prof. Dr. M. Nasih, S.E., M.T., Ak, attending in the inauguration appreciated Prof. Ramlan for being the only representative of UNAIR in AIPI. “We are proud for having a representative in the prestigious institution. Not all can be a member. Pak Ramlan is the only one from there (UNAIR),” said Prof Nasih.
In the future, Prof. Nasih hoped that there will be more UNAIR academicians joining the science commission in Indonesia.
