Menpan RB Will Sack Officials Collecting Illegal Levies

UNAIR NEWS – Minister of Administrative and Bureaucratic Reform (Menpan RB) H. Asman Abnur, SE., M.Si., stated that if there are civil servants collecting levies out of permit and public service, reports should be made to the ministry.

“I will sack them directly. As of now, nobody can play around in public service, as it is the right of people,” said Menpan RB Asman Abnur to the press after attending Doctorate promotion of Lusy Asa Akhrani, S.Psi., M.Psi.T., in Faculty of Psychology Universitas Airlangga on Wednesday, October 19.

It was strictly emphasized to follow up the program of eradicating illegal levies the government implements. According to Asman Abnur, illegal levies are not ‘social sickness’ happened recently, but it was rooted for long lime. Unfortunately, measures taken on the matter all this time have not been seriously dealt.

Therefore, for his work plan, first, he will not meddle with other systems yet, but focus on this permit management system. HE believed that if this system is ‘locked’, there will be no more dependency on the people who run it, so it will not be able to be opened again.

Second, the permit service schemes should be clear, from the management to the period of time needed to get the permit. It is believed that the problem is in the length of time needed to manage some documents. The public is not given certainty of the finished documents so they tend to find other way, to look for inside men and assistance, which causes the appearance of scalpers,” said PAN politician graduated from UNAIR master program.

Third improvement is on the permit issuance fee which should be clear and open to public. If there is transparency, civil servants will never dare to play around with permits management and public service.

“No more collecting levies out of permit application and public service. If it still happens, please report it to Menpan RB. I’ll sack them directly, so they won’t play around anymore with this public service, as it is the right of the people,” said Aswan Abnur.

Those three measures will be the main priorities of the Ministry of Administrative and Bureaucratic Reform. The second program is to improve the management system by applying IT (information technology) system so in the future there will be nobody who meddles with the budgeting.

“In the future, budgeting must be planned based on the exact target. If the target is A then it should be directed to achieve A. If the target is B then it should be directed to achieve B. If it is not realized, it means there some budget leak,” he said.

Those things were emphasized by Menpan RB to be the future character if Indonesian. Therefore, he hoped that with IT system, transparent system, and system improvement, the country will be able to compete with Singapore, Malaysia, Vietnam and Korea.

“We have had our freedom for 71 years but it felt like we didn’t move forward. Then for universities, I always discuss with the rectors that in the future we mustn’t lose with those world class universities, including UNAIR. It is a challenge, of course, to the rector,” said Menpan Asman Abnur. (*)
