UNAIR NEWS – Universitas Airlangga Hospital becomes a model for other universities’ teaching hospitals in Indonesia. It was stated by the Director of UNAIR Hospital Prof. Nasronuddin, Sp.PD., K-PTI, FINASIM, during  “Forum Group Discussion: Efforts on Teaching Hospital Quality Improvement to Welcome MEA”. It was held on the eighth floor, UNAIR Hospital, on Monday , September 5.

The FGD was held by Joint Committee of State University Teaching Hospitals which consists of representative of Ministry of Research, Technology and Higher Education, Ministry of Health and universities with teaching hospitals. It was attended by Rektor UNAIR Prof. Dr. M. Nasih, S.E., M.T., Ak, Ministry of Health representative Dr. Ina Rosalina, dr., Sp.A (K)., M.Kes, MH.Kes., Ministry of Research, Technology and Higher Education Ulfiandri, S.H., M.H., and other parties.

“The discussion was held by Joint Committee of Dikti and Kemenkes to discuss state university hospitals’ management. So, we are determining the system and model of the management. UNAIR Hospital becomes the pilot project. If the result is approved then it can be applied to other University Hospitals,” said Prof. Nasron.

As a part of University Tri Dharma realization, teaching hospital has to implement its three main functions, research, education and community service. To perform its function and task of teaching hospitals, the hospital management should provide lecturers who supervise the students. Therefore, one topic of the discussion was about the employment status.

According to Prof. Nasron, human resources which work in teaching hospital were from Ministry of Health and Ministry of Research, Technology and Higher Education. Therefore, there should be similar vision on the employment status. In UNAIR Hospital itself, the doctors are also lecturers.

In research, UNAIR Hospital has conducted some researches in Surabaya. In 2013, a research team surveyed the case of dengue fever in Surabaya. In 2014 and 2015, a research team conducted MERS detection to hajj pilgrims of Juanda embarkation, Surabaya. In 2016, a research team conducted research on Zika virus infection on a hundred patients of dengue fever in Surabaya. “From the research, Zika virus was not found from the patients of dengue fever but if it had been found, we would have been ready to treat them,” said Prof. Nasron.

It was admitted that teaching hospitals still have many limitations. In UNAIR Hospital, Prof. Nasron admitted that he still needs financial support from the university. Because there are many budgets allocated for construction or accreditation proposals. As a result, on September 2016, RS UNAIR accreditation was improved from C to B.

Kemenkes representative Ina said that with achievements and advancement made by RS UNAIR management, RS UNAIR is expected to be the model for other teaching hospitals. Ina said that KEmenkes will check on the lecturer students ratio and the number of disease varieties and cases. It is written in Permenkes number 93 of 2015 on Teaching Hospitals.

Beside the ratio, there are some other points to consider, such as the agreement of teaching hospital and the Faculty of Medicine (FK), or the affiliations also the committee of education coordination.

UNAIR Rector Prof. Nasih in his address said three things to improve in the teaching hospital management. First, the spirit of independence. Second, optimalization of resources. Third, maintaining and building harmonious network especially with primary teaching hospital.
