UNAIR NEWS – Management of a hospital affects the efficiency level of the hospital services. Master program Faculty of Public Health (FKM) UNAIR held a workshop Hospital Cost Containment Strategy in National Health Insurance Era on January 23-24 2016 at Hotel Novotel Surabaya.
The speakers in the workshop were Widodo J.P., dr., M.S., M.PH., Dr. PH (FKM UNAIR lecturer), Drs. Widartoyo, AK, MM, M.Si, CPA (public accountant and official of Indonesian Hospital Association (PERSI), also Hargo Wahyuono, S.E. Ak., M.Si (hospital practitioner and FKM UNAIR lecturer).
The workshop was attended by director representatives and doctors from42 hospitals, public or private, 4 clinics, 2 East Java health agencies, and students from S2 Health Administrations and Policies (AKK) FKM. The workshop discussed about the pattern and strategy on hospital cos containment.
Various materials were presented for example on service management in National Health Insurance (JKN) era, the importance of cost containment strategy, and also the usage of Efficiency Measurement System (EMS), and Root Cause Analysis (RCA) from each speaker.
The objective of the workshop was to provide comprehension on cost containment, not only for hospitals but also for clinics, public health center (puskermas) and other institution in JKN era. Related to efficiency, hospitals must conduct a satisfaction survey by observing the asset and expert human resources in the institution periodically.
“Hospital must conduct a satisfaction survey in cost containment strategy. There are five dimensions needed to consider, cost awareness, cost management, cost monitoring, and cost appearance,” Widodo said.
Periodical monitoring is useful to use asset at maximum, to trigger competing capability by promoting efficiency of output and input towards competitive excellence, also to improve employees’ prosperity from getting more income than the spending.
Relevantly, asset utilization and management have in order to reach competitive excellence have to formulate targets to improve the organizational prosperity. So, the achieved targets finally will bring Organization Citizenship Behaviour (OCB) in all parts of service.
“One of the reasons of hospital inefficiency was like accumulated load which was usually charged in the past but it had to be charged at present. That kind of accumulation is what we call opportunity cost,” an official of PERSI and a public accountant said.
During workshop, participants were trained on Efficiency Measurement System (EMS) application. With this application, they can directly see the efficiency level comparative calculation model among working units based on multioutput and multiinput.
Concentration seen from the participants when data input was started to each software. The committee was observing the participants in case they found difficulties by approaching participant one at a time.(*)
